Swamp Cooler Installation and Replacement in Pueblo

A new swamp cooler installed in Pueblo runs $1,500 to $4,000 for a roof-mount or side-draft unit and $600 to $1,500 for a window cooler. Where you land depends on how big a cooler the house needs and how much of the old setup we can keep: reusing the curb, duct, and circuit keeps you low, and building all three new for a larger unit puts you high. Black Hills Energy’s 2026 rebates knock $150 to $1,200 off qualifying units, and since January 1, 2026 the permit goes through whichever of Pueblo’s two new building departments covers your address. Photos of the old unit and the curb it sits on are enough for us to firm that up.

When replacement is the honest answer

Usually the fix is a $150 to $400 part, which is what the repair page is for. We only steer people to a new cooler in three cases:

• The pan is gone. Once the galvanized pan has rusted through, or the frame flakes under your thumb, no patch buys another summer. And a pan leaking onto the roof slowly rots the deck beneath the curb.
• The house was always under-cooled. A lot of Pueblo’s mid-century ranches in Belmont, Sunset Park, and Eastwood Heights got the smallest cooler that would fit the curb. Back bedrooms that have been stuffy every July since you moved in are a CFM problem, and replacement is the one chance to fix the sizing.
• You are past the third patch. New pump, new motor, a float bent to keep up, solder on the pan: at that point you are buying a new cooler in installments without getting one.

Sizing for Pueblo

Cooler capacity is quoted in CFM (cubic feet of air moved per minute), and the quick estimate is half the cubic footage of the area being cooled. Take a 1,500 square foot single-story with 8 foot ceilings: that is 12,000 cubic feet, which puts it near 6,000 CFM. Two-story Pueblo West houses and big open great rooms get figured on just the level the cooler blows into. Go too big and the cooler burns water and moves air faster than the pads can saturate it; go too small, which is what we find most on Pueblo’s older houses, and the far rooms never cool.

The sizing rule only holds because of Pueblo’s weather. NOAA’s 1991-2020 normals put the July normal high at 93.4 degrees with 71.6 days a year at 90 or hotter, and the Western Regional Climate Center’s monthly dew point means for the airport are 36.6 degrees in May, 43.9 in June, 51.1 in July, and 51.6 in August. At a 44 degree dew point a properly sized cooler with saturated pads drops incoming air 20 to 25 degrees; at 52 it is closer to 15 to 18; during a monsoon surge above 60 it is not much at all. A correctly sized cooler with rigid media handles June and September beautifully and does its honest best in the monsoon weeks, which is why coolers are sized for the dry months, and why the truth about August matters.

Roof-mount, side-draft, or window

Roof-mount down-draft is the Pueblo standard: a cooler on a curb over the hallway, a short down-duct, and one big ceiling grille that feeds the whole house. Low-slope ranch roofs make it easy. Best cooling per dollar, and the start-up and shutdown are simple.

A side-draft hangs on a wall or the edge of the roof and pushes its air sideways, either into a duct or straight through the wall. Common in Mesa Junction and Bessemer where roofs are steep or attics are finished, and on additions. Slightly more ducting, easier ladder work.

A window unit runs $600 to $1,500, goes in within an afternoon, and handles one or two rooms, which makes it a good fit for a rental, a shop, or the single hot room in a house that otherwise runs refrigerated air. Inside, it has the same pump and pads as a roof unit, and it wears out the same ways.

What the install includes

1. Removal of the old cooler, then we inspect the curb, the down-duct, and the roof deck beneath it. If years of overflow left rot, this is when we find it, and you see the price before we fix it.
2. Curb and flashing. We keep a solid curb and rebuild one that is not. A leaking curb is a ceiling stain by the first thunderstorm; Pueblo’s August normal precipitation of 2.11 inches arrives mostly in afternoon storms.
3. Cooler set and ducted. We seal the down-duct joint, fit a damper that shuts the duct for winter or whenever refrigerated air is running, and match the ceiling grille to the cooler’s CFM.
4. Water. Fresh quarter-inch supply from a hose bib or saddle tap up to the roof, run so October draining is easy and shut off by a valve you can reach from the ground. A bleed-off line or purge pump set up to fight Pueblo’s 10.5 grain average hardness from day one.
5. Electrical. We wire the cooler to its switch and controls. If the cooler needs a new circuit or a disconnect at the panel, that is licensed electrician work under the local building department and it is shown on the quote.
6. Balance and test. Before the ladder goes back on the truck we watch all four pad faces soak, set the float and the bleed-off, work the damper through its travel, check that the windows give the air an exit, and run it through every speed.

Permits: Pueblo’s 2026 split

Colorado has no state HVAC license, so permits and licensing are local, and Pueblo’s arrangement changed on January 1, 2026. The Pueblo Regional Building Department became the Southern Colorado Building Department at 830 North Main Street, which serves the City of Pueblo and the Town of Boone. Unincorporated Pueblo County, including Pueblo West, Beulah, Rye, Colorado City, and Avondale, is served by the new Pueblo County Building Division, which requires a mechanical permit for the installation, replacement, repair, or modification of HVAC systems and related equipment and licenses Mechanical Contractor A with a passing ICC exam and a current EPA card. A contractor working both sides of the city line needs a license from each. In Fremont County, the county building department on Macon Avenue in Cañon City covers the unincorporated county including Penrose, while Cañon City and Florence run their own departments. Confirm the requirement for your address with the issuing office, and make sure the quote says who files the permit.

Rebates and programs

Black Hills Energy’s 2026 Colorado residential electric rebate schedule lists three evaporative cooler measures: $150 for a high-efficiency cooler of 2,500 CFM or more, $450 for a central-duct cooler with media saturation of 85 percent or better, and $1,200 for a whole-house cooler with 85 percent media saturation, periodic purge water control, and a remote thermostat serving at least four supply ducts. That last one is exactly the rigid-media, purge-pump, thermostat-controlled setup worth having anyway, so the rebate often decides the spec. Black Hills’ territory map covers Pueblo, Pueblo West, Cañon City, Florence, and Penrose; Colorado City and Rye are San Isabel Electric, whose programs differ. Pueblo County’s Direct Install Program also offers free evaporative coolers to households below 80 percent of area median income.
