Swamp Cooler vs. Refrigerated Air in Pueblo: The Real Running Costs

Every Pueblo homeowner with a swamp cooler asks the same question in the last week of July: would refrigerated air be worth it? The answer has two halves, and most of what you will read online only gives you one. The comfort half is easy: refrigerated air wins during the monsoon and it is not close. The money half is where a cooler earns its keep, and it is the half that deserves actual numbers from the actual utility. This post runs them.
Why the cooler works here at all
An evaporative cooler pulls hot outside air through water-soaked pads and pushes it into the house. The cooling comes from evaporation, so it only works when the air has room to take on water, which is why the market for these things is the high desert and not Houston. Pueblo qualifies. NOAA’s 1991-2020 normals for Pueblo Memorial Airport give a July normal high of 93.4 degrees and 71.6 days a year at 90 or hotter, but only 12.02 inches of precipitation a year, and the Western Regional Climate Center’s monthly mean dew points for the airport are 36.6 degrees in May, 43.9 in June, and 41.6 in September. At a 44 degree dew point, a properly sized cooler with fresh pads drops incoming air 20 to 25 degrees. A 93 degree afternoon becomes a 70 degree hallway.
Why it loses for a few weeks
Then the monsoon. The National Weather Service describes the North American monsoon reaching Colorado around the second week of July and usually finishing by the end of August, in bursts of moisture and breaks of dry air. Pueblo’s mean dew point climbs to 51.1 degrees in July and 51.6 in August, and during a surge it runs higher; the Colorado Climate Center notes that dew points above 60 are uncommon in Colorado but do occur, especially on the eastern plains, and 60 is where the air starts to feel muggy. At a 52 degree dew point the same cooler manages maybe 15 to 18 degrees of drop. Above 60 it is pushing damp air into a damp house and the living room sits at 78 and sticky.
This year was a good example. NWS Pueblo’s July 2026 review put the month’s average high at 96.7 degrees, 4.3 above normal and tied for the seventh warmest July on record, and then monsoon moisture sat over the region from July 22 through 25 with flash flood watches. Coolers across Bessemer, Belmont, and Pueblo West spent four days doing what physics allows and no more. That is the comfort half. It is real, it is roughly two to four weeks a summer, and it is the reason the conversion page exists.
The rate you actually pay
Black Hills Energy runs the Colorado electric system that serves Pueblo, Pueblo West, Cañon City, Florence, and Penrose. The company’s own 2026 rate review page describes the current residential tariff as an inclining block, with a higher rate per kilowatt-hour for usage over 500 kWh a month, plus an electric cost adjustment on top, which Black Hills lists at $0.04430 per kWh for residential and small commercial service effective October 1, 2026, with an average residential bill of $119.65. Black Hills has proposed replacing the block with a flat rate in March 2027, at an average residential increase of $10.90 a month.
The point of the block structure for this comparison: a household that adds central air in July pushes most of its summer usage into the upper tier, so the marginal cost of a kilowatt-hour of cooling is the top rate plus the cost adjustment. Call it about 20 cents all-in for the math below, and swap in your own bill’s numbers if you want precision. Colorado City and Rye are on San Isabel Electric instead, whose Classic residential rate is 16.07 cents per kWh for the first 800 kWh and 13.07 cents above, plus a $35 monthly grid access fee; the ranking below does not change.

The cooler figure is a two-speed blower motor on high plus a small submersible pump, which lands in the 400 to 800 watt range for the down-draft units common on Pueblo’s mid-century ranches. The mini-split figure is a modern inverter unit averaging around a kilowatt while it modulates. The central air figure is a 3-ton compressor and blower on a 1,500 to 2,000 square foot house, running eight hours on a 93 degree day. Your house will differ; the ratios will not.
Over a June-through-September season, that is roughly $150 in electricity for the cooler, roughly $250 to $300 for a mini-split that carries the bedroom and the monsoon weeks, and roughly $500 to $700 for central air. Over a ten-year equipment life the gap between the cooler and central air alone is a few thousand dollars, and that is before the $6,000 to $15,000 installed cost of central air or the $3,500 to $8,000 for a mini-split.
The costs the table leaves out
Water. A cooler evaporates water all day, and in Pueblo it is hard water: Pueblo Water publishes an average total hardness of 180 mg/L, 10.5 grains per gallon, with 240 mg/L reported on September 4, 2026. The water bill impact is small next to electricity, but the mineral left behind is the reason coolers need parts. Budget a set of aspen pads at $80 to $200 every spring, a pump at $150 to $400 every few seasons, and a float now and then. The parts page covers why and how a bleed-off line slows it down.
Labor. A cooler needs a start-up after NWS Pueblo’s mean last spring freeze of April 29 and a shutdown before the mean first fall freeze of October 8. Done yourself, that is two Saturday hours. Paid, it is $200 to $400 a year as a package. Refrigerated air needs a filter change and an occasional service, and it does not care about the freeze.
Humidity indoors. A cooler adds moisture to the house. In a Pueblo June that is pleasant. In a monsoon week it is the whole complaint.
The rebate. Black Hills’ 2026 Colorado residential rebates pay $1,500 for a qualifying ductless heat pump mini-split and $400 to $1,050 for qualifying central air, and on the cooler side, $150 to $1,200 for high-efficiency evaporative units. Both paths get help.
So which one
For most Pueblo houses, the answer is neither pure option. It is the hybrid: keep the cooler for June and September, when it is cheap and excellent, and add a one-zone mini-split in the main bedroom or living room for the monsoon weeks. The mini-split at $3,500 to $8,000 costs a fraction of central air, needs no ducts, which matters in the boiler-heated and wall-furnace houses of Bessemer, Mesa Junction, and Eastwood Heights, and doubles as efficient shoulder-season heat. The rules are never to run both at once and to make sure the cooler’s duct damper seals when the mini-split runs. A lot of Pueblo West homes already work this way.
Full central air makes sense for a household with a health reason to hold dry indoor air all summer, a house with sound ducts and a forced-air furnace already in place, or a cooler whose pan is rusted through anyway. Even then, the honest number is several times the cooler’s running cost every July for the life of the equipment.
And the cooler alone is the right answer for more houses than the HVAC industry would like: anyone who can open a window and ride out a few sticky afternoons is spending about $150 a summer on cooling in a city with 71 days over 90 degrees.
